How messaging works

WhatsApp splits business messaging into two modes. Understanding the difference is the key to both compliance and cost.

The 24-hour service window

When a customer messages you first, a 24-hour window opens. Inside it you can reply freely, in your own words — no template, and these service replies are free.

Template messages

To start a conversation, or to message someone outside the 24-hour window, you must use a pre-approved template. Templates are how you send broadcasts, reminders and notifications.

Rule of thumb: the customer’s message opens a free window; you re-open the conversation with a paid template.

Costs

How pricing works in 2026

On July 1, 2025 Meta moved from conversation-based pricing to per-message pricing. Instead of one fee covering a 24-hour conversation, each delivered template message is now billed individually — priced by its category and the recipient’s country.

Marketing

Promotions, offers, product launches, re-engagement.

Billed on every delivery — the priciest category, no free window.

e.g. ~$0.01 (India) to ~$0.12 (Germany) per message

Utility

Order updates, shipping, receipts, payment reminders.

Free when sent inside an open 24-hour service window; otherwise low-cost.

Templates

Getting templates approved

Every template you send is reviewed by Meta. Most rejections come down to a handful of avoidable mistakes. Here’s how to get approved the first time.

Pick the right category

Label the template honestly — Marketing, Utility or Authentication. Sending a promo under a utility label is the fastest way to a rejection or a quality penalty.

Be specific, not spammy

Avoid vague, all-caps, “click here now!!!” copy. Clear placeholders, real content and a concrete purpose sail through review.

Format your variables

Number your placeholders in order ({{1}}, {{2}}…), don’t start or end the body with a variable, and provide sample values so the reviewer can see the finished message.

Messaging limits & quality rating

WhatsApp grows your sending capacity in tiers as you prove healthy engagement. Since October 2025, these limits are shared across your whole business portfolio rather than per phone number.

Your quality rating

Meta scores each number High (green), Medium (yellow) or Low (red) based on blocks, spam reports and negative feedback. To climb a tier you generally use at least 50% of your limit over seven days while holding a Medium-or-High rating. A Low rating won’t drop your tier, but it freezes you from moving up.

Compliance

Opt-ins & staying compliant

WhatsApp is an opt-in channel. Before you message anyone, you need clear consent — and keeping that consent clean is what protects your account long-term.

  • Collect explicit opt-in — a checkbox, a keyword, or a form where the person knowingly agrees to hear from you on WhatsApp.
  • Tell people what they’re signing up for and roughly how often you’ll message them.
  • Keep a record of when and how each contact opted in.
  • Honour opt-outs immediately and make them easy to trigger.
  • Only use approved templates to start conversations outside the 24-hour window.

Message the people most likely to care. Tight, relevant lists get fewer blocks and reports than one giant blast to everyone.

Order updates, reminders and receipts drive engagement and often ride the free service window. Blend them with marketing rather than sending promos alone.

Make opting out easy

Honour stop requests instantly. A visible, respected opt-out keeps block rates down and protects your quality rating.

Personalise the first line

Use the customer’s name and context. Generic bulk copy reads as spam — to people and to Meta’s quality signals alike.

Watch quality daily

Track your green/yellow/red rating and block rate. Catching a dip early lets you fix messaging before it caps your growth.
