If WhatsApp costs feel harder to predict than they used to, you are not imagining it. On July 1, 2025, Meta moved the WhatsApp Business Platform from conversation-based pricing to per-message pricing. This guide breaks down what actually changed and how to keep your spend under control.
What changed
Under the old model, a single fee covered every template message you sent inside a 24-hour conversation window. Under the new model, each delivered template message is billed individually, priced by its category and the recipient's country.
That makes cost far more sensitive to how you send — not just how much.
The four message categories
- Marketing — promotions, offers, launches and re-engagement. The most expensive category, billed on every delivery with no free window.
- Utility — order updates, receipts, shipping and reminders. Moderately priced, and free when sent inside an open 24-hour service window.
- Authentication — one-time passcodes and verification codes. Low cost, with volume-based tiers that get cheaper as you send more.
- Service — free-form replies to a customer inside the 24-hour window. Free under the current model.
The 24-hour window is your friend
When a customer messages you first, a 24-hour service window opens. Inside it, your replies are free and you do not need a template. Utility messages sent inside that window are free too.
The cheapest conversation is one the customer started.
Four ways to lower your bill
- Lead with utility, not marketing. Order and delivery updates drive engagement and often ride the free window.
- Reply inside the window. Answer while the 24-hour window is open and those service messages cost nothing.
- Label templates honestly. Mislabeling a promo as utility risks rejection and quality penalties — which cost far more than the message.
- Send to people who want it. Tight, opted-in lists convert better and generate fewer blocks.
Prices vary by country and change over time, so always check current rates for the markets you send to. But the principle holds: structure your messaging around the free window, and treat marketing sends as the premium they are.
