Understand the messaging tiers

WhatsApp grants sending capacity in tiers, based on how many customers you can message in a rolling 24 hours:

• Tier 0 — 250 customers / 24h (new or unverified)
• Tier 1 — 1,000 customers / 24h
• Tier 2 — 10,000 customers / 24h
• Tier 3 — 100,000 customers / 24h
• Tier 4 — unlimited (with approval)

Since October 2025, these limits are shared across your entire business portfolio, not per phone number — so spinning up extra numbers no longer multiplies your headroom.

Quality rating decides your ceiling

Meta scores each number High (green), Medium (yellow) or Low (red) based on blocks, spam reports and negative feedback. To move up a tier, you generally need to use at least 50% of your current limit over seven consecutive days while holding a Medium-or-High rating.

A Low rating will not drop your tier, but it freezes you from climbing — so protecting quality is protecting growth.

Warm the number up

Do not go from zero to thousands overnight. That pattern looks exactly like a spammer.

1. Start small and send to your most engaged contacts first.
2. Increase volume gradually, week over week.
3. Watch your quality rating and block rate as you ramp.

Send to people who actually opted in

Every recipient should have knowingly agreed to hear from you on WhatsApp. Clean, explicit opt-in is the strongest predictor of a healthy account.

• Collect a clear opt-in (checkbox, keyword or form).
• Honour opt-outs instantly.
• Keep a record of when and how each contact opted in.

Segment before every send

A tight, relevant list to the right people beats one giant blast every time. Segmentation lowers blocks and reports, lifts conversion, and keeps you firmly in the green.

Scale is earned. Send relevant messages to people who want them, ramp gradually, and WhatsApp will keep opening the door wider.
